The closeout process has always been a thorn in the side of GCs, clients, and subcontractors alike, and Foulger-Pratt was no exception. Subcontractors end up moving on to other projects once their work is completed, clients hold on to retainers, and the PAs/PEs are left trying to pick up the pieces.
